Best approach to assign facilities location

I'm sorry if this is very basic question. i know there are several approach to do this since matsim is continue expanding. My question is how to assign facilities location based on JOSM tags ? or is there any better approach to assign facilities coordinate location ?

Also one more question. After i have lists of activity location, how to assign agent's plan to each facility ? i haven't try external package or extension module yet because i have some problem with that things :( . Previously, i use R to translate my data into xml and josm to convert my network, following south africa tutorial.

I generated random coordinate location for home and work. but random coordinate location and home location are not good i think :/

additional question : in leg histogram too many people stuck at route. my agent also get same travel distance and score statistics in every iteration. I tried edit the network but I still get same result. Is this because of bad X and Y coordinate activity and home location ? how to solve this problem ?
