Elastic demand simulation

From my understanding, the underneath assumption in MATSim simulation is every trip will be satisefied, which means that travel demand will keep constant for the network. What I want to do is as following description. There is a capacity for each link. After exceeding the capacity, there may be congestion, but still vehicles can travel through the link in a certain time. Was it possible that I design a travel time threshold as the service quality criteria that no more vehicles can get into the link if the travel time will exceed the threshold in MATSim. In fact, this indicates that certain amount of travel demand may not be satisefied. I have not figured out wheather MATSim can do this. Does any expert can provide me any information regarding that? Thanks!

Dear Adam,

having agents to stay at home and not to travel is a bit complicated (even though I think it should be possible).

A simple workaround is to just provide an alternative transport mode, let's say a (teleported) public transit mode. Now, the only thing you have to do is set the travel costs / mode-specific scoring parameters or the teleportation speed in a way that a certain congestion level on the road will make agents prefer the public transit alternative... (you also need to enable mode choice as an additional strategy / choice dimension).
