Summary

The meeting started at 2pm UTC with the list of participants reported at the end of this summary.

Ms. Hasegawa opened the meeting welcoming all the participants.

Mr. Shi, Director of WIS branch in WMO Secretariat, commended the team for the dedication and quality of the work to be discussed in this teleconference and highlighted the importance of having such a well functioning team for WMO Members operations.

Ms. Hasegawa introduced the agenda saying that the objective of the meeting is to review the issues on GitHub in preparation of the second fast track 2020. The work of the team proceeded according to the agenda reported at the beginning of this report.

Enrico Fucile reminded the members of the team to update their GitHub profile with their name and surname to facilitate communication.

The team reviewed the following issues.

Submitted

  1. Composite local time in GRIB message Introduction by Sebastien explaining that the purpose is to initiate the discussion and to seek consensus on proceeding and agreement that there is interest for it. Opinion of the team is that it is worth exploring. This is going to In progress.
  2. New type of Level: departure level of a most unstable parcel of air Introduction by Sebastien. There are several comments and there is interest for the proposed new level. In validation.
  3. GRIB2 template 4.82 in v25.0.0 Agreed the proposal by Jeff Ator as reported in the issue. Using the status column in the tables to communicate that the template is “recommended to use ... instead”. We should also try to communicate this to the users. We should do the same for other templates in similar situations. It is going to "in validation".
  4. GRIB2 code/flag tables in v25.0.0 Just an editorial change going in review.
  5. incorrect units of "Potential evaporation rate" in Code Table 4.2 Similar as #14 . Possible conflict of 122 with another proposal. Go to "in validation".
  6. clarify 4.2 Direction of Combined Wind Waves and Swell Agreement on the proposed change and this is going to "in validation".
  7. New GRIB table entry for describing probability Consider this to be validated. No need to produced samples. It is using a known template with an extra entry in the table already used. Going to "in validation" to finalise the proposal.
  8. New GRIB2 Code Table 4.2 entries for the physical atmospheric properties of seeing and sky transparency The proposal is approved for validation. There are notes describing the parameters. For the moment they will be reported as notes, but in the future, we are going to include the description. Action on Secretariat to analyse the possibility of adding a description column. "In validation" only to check that the codes are available.
  9. New parameters in Code Table 4.2 for Fire weather Forecasting Approved for validation. Descriptions are proposed. It is desirable that parameters are described, but there is also the conflicting need to avoid to have too much information in the pdf files. The second parameter proposed is also expressing the valid range for the variable that is not optional information, but a mandatory description needed to properly encode and decode the parameter.
  10. convective rain and snow specific water content in Code Table 4.2 Parameter names accepted as proposed. "In validation". No need to provide samples, need to check the code numbers.
  11. New entries in Code Table 4.238 Approved the proposal deleting the notes. "In validation" without samples.

Submitted

  1. Add perturbed forecast in table 0-01-092 Proposal approved for validation without any change. No need for samples.
  2. New BUFR sequence for tropical cyclone tracks Proposal approved for validation. A table D descriptor has to be allocated to the sequence. The sequence will go in validation. ECMWF will start distributing the product with the explicit sequence and in parallel, a validation of the sequence with a table D descriptor will proceed with the aim to validate by end of the year.
  3. Table D sequence for reporting trajectory profile data from marine animal tags Presented by David Berry. Accepted for validation. Some more work is needed with the community. Sample data and validation is expected.
  4. New Table D sequence for reporting observations from ocean gliders Introduced by David Berry. Accepted for validation. Samples to be provided.
  5. New table B descriptor for a sensor identifier The team discussed the possible use of “platform transmitter id number”, but the consensus was that a new table B element is a better solution. Approved for validation as proposed.

The team decided to review the following issues during the next teleconference on 7 May 2020. New milestones have been created for FT-2021-1 and FT-2021-2. Assignees of the issues are requested to choose the aimed milestone consistently with the expectations for the resolution of the issue and its level of maturity.
