Promote the WCS 2.0 Earth Observation module to extension status

WCS 2.0 Earth Observation is an extension profile of the WCS 2.0 standard adding the notion of datasets (groups of uniform coverages), and extra operation to describe their internal structure, DescribeEOCoverageSet, and the requirement to be able to pull a sub-coverage of a set from GetCoverage, even if the coverage itself is not listed in the capabilities document (and a bunch of other requirements about WCS 2.0 abilities that we support for the core version already).
Move the WCS 2.0 EO module to extension status. Documentation wise, the protocol extensions are documented in the OGC standard documents, but we need to add a page to show how to enable the EO extensions for a specific layer.

The module has a handful of users (at least 3): yes, the module is in use by DLR, EUMETSAT and CMRE The module has a designated and active maintainer: Andrea Aime, Simone Giannecchini The module is considered stable by the majority of the PSC: this is what the PSC will have to vote on The module maintains a 40% test coverage: yes, the WCS 2.0 EO module has 85% test coverage The module has no IP violations: all the code has been written from scratch The module has a page in the user manual: not yet, it will be added in the pull request to complete this proposal The maintainer has signed the GeoServer contributor Agreement: yes
This section should contain feedback provided by PSC members who may have a problem with the proposal.
No backwards compatibility issues should arise.
