Use higher memory and cores for all FragPipe jobs #1292

Until the corresponding Galaxy tool PR (galaxyproteomics/tools-galaxyp#770) is merged, we'd like to increase resources across the board for FragPipe. Once the parameter is available on the tool, we can revert this PR and re-add the rule.

It should already. Every night it gets deployed. Do you have problems?

When I run FragPipe I get:

This job requested 8 core(s) and 56.000 GiB of memory. Given this information, the smallest EC2 machine we could find is: m5d.4xlarge (64 GB / 16 vCPUs / Intel Xeon 8259CL (Cascade Lake), Intel Xeon Platinum 8175M). This instance is priced at 1.088 USD/hour.

Unfortunately, the changes you have made are in the test config here. Please make the changes to this file.

So close, yet so far! Sorry about that, and thank you for finding the issue. I've re-opened this PR in the correct file: #1294.
