  1. Introduce ADOPTERS.md 

    The LF Edge process recommends that there be an ADOPTERS.md for the project.
This is an initial version of such a file.

  2. [mkdocs] Add project-level documentation 

    Added the existing CONTRIBUTING.md etc plus the new ADOPTERS.md
to mkdocs.
