  1. kube/aks: add Dockerfile.production 

    Add Dockerfile.production to create a kernelci/pipeline Docker image
suitable for production deployments in AKS.

Add a new kernelci.toml file for the AKS deployment which gets
installed into the Docker image accordingly.
