Added STAC generator

Description

Provides a generator for STAC metadata. In total this PR includes STAC files for:

• Calibration items.
• Deflectometry items.
• DWD weather items.
• Facet properties items.
• Kinematic properties items.
• Calibration collections.
• Deflectometry collections.
• Heliostat properties collections.
• Heliostat catalogs.
• Catalog for entire power plant.

However, there are some known issues:

• The altitude information is missing from the calibration STAC item - see Issue Include Altitude Coordinates for Calibration Images #13.
• The heliostat catalogs are identical and do not filter based on available data - see Issue Include Proper Information in the Heliostat Catalog STAC #12.
• The plots folder still needs to be cleaned and refactored - see Issue Clean Up Plots Folder  #11 (related to Issued Implement the Calibration Image Cropping as a Transform #9 and Issue Include Data Set #10).
