discourse-anonymous-post: verifiable anonymous post in Discourse, supplementing theme component

This is the accompanying theme component(TC) for anonymous-discourse-post.

This TC will add a 'Anonymously Post / Create a New Topic' dropdown button on the top right for desktop view, or add a button opening post-anonymous backend URL in new tab for mobile view.
