Download exercise update, add exercise for decoding BUFR using TC tracks example #117

As per Enrico request, I added an exercise for decoding BUFR data.

It uses the Docker-image "mlimper/decode-bufr-jupyter" for which the source code is defined here:
https://github.com/maaikelimper/decode-bufr-jupyter

The example-notebook in this image was developed by @david-i-berry
