chore: Improve permalinks

• Make permalinks work in Telegram
• Add "Debug" mode into the permalink

When I send cairovm.codes permalink as a link on Telegram, it won't work. It can be reproduced this way:

1. Go to cairovm.codes and copy permalink
2. Write some message on Telegram
3. Highlight a word in the draft message, i.e. "link"
4. Hit cmd+u to convert that word into a link
5. Paste the permalink generated from cairovm.codes
6. Hit "OK" and send the message
7. Click the link in Telegram. It will open cairovm.codes with an error

When I switch the debug mode to "Sierra debug" in the top right dropdown, I would like this setting to be preserved in permalink. So that when I send the link to someone and they open it, it will open cairovm.codes with "Sierra debug" preselected.
