Secure Payment Confirmation Plan 2021

Status: This is a very early draft plan for discussion. It represents no consensus.

Goal

• Reach First Public Working Draft of a specification for SPC by end of August 2021
• Ship SPC in Chromium by end of October 2021

Activities

• Describe and prioritize user stories.
• Establish a feature scope for SPC and prioritize features to appear in a FPWD. Note: subsequent drafts may include different features depending on ongoing WG discussion.
• Develop an API specification (whether part of Payment Request API or a separate API).
• Develop corresponding tests
• Take into account experiences from pilots
• Ship code in Chromium

Also:

• To enable the 3DS use case we will work with EMVCo

Timeline

Notes:

• Some work will be done in parallel:
  • Spec work is likely to begin while requirements are still in development; we will align work as we go
  • Coding is likely to be happening in parallel with everything else
  • Pilot projects will ideally contribute to the issues list, API requirements, and more. Feedback along the way will be very valuable.
• In addition, we will be working on Payment Request API, the WPWG Charter, and TPAC planning. Those activities are shown in parentheses.

May

• Mid-May: Identify editing and test suite development resources
• Mid-May: Finalize initial list of user stories. Prioritize them.
• Mid-May: First draft of SPC requirements.
• Late May: Stabilize scope.

June

• Early June: (Re-Publish Payment Request API 1.0 as a CR)
• Mid-June: Stabilize requirements.
• Late June: First sketch of API, and ideally an updated explainer.

July

• Early July: Understand which issues need to be addressed before FPWD and which should be highlighted for review in FPWD.

August

• 10 Aug: Call for Consensus to WPWG to publish SPC FPWD
• Late August: Publish FPWD of API.
• Late August: (Begin rechartering process for WPWG with WG review of revised charter.)
• Late August: Announce intent to ship support for SPC in Chromium

Note: EMVCo has indicated that they anticipate support for SPC should be available in EMV® 3-D Secure 2.3, anticipated in Q3 of 2021.

September

• Early September: Request reviews of WPWG charter from Horizontal groups and W3C Management
• 9 September: Last publications before start of W3C publishing moratorium until 21 September
• Mid-September: Second Origin Trial ends

October

• Early October: (Start W3C Membership review of charter)
• Early October: Press release with any experimental results.
• 14 October: Last publications before start of W3C publishing moratorium until 2 November
• 18-20 October: (Authenticate Conference in Seattle)
• 18-29 October: (TPAC 2021; hear results from second origin trial)
• Mid-to-Late October: Release date of Chromium with SPC support

November

• Mid-November: Announce renewed charter
