🌱 Update NSX Operator API for VPC DHCP CRD change

What does this PR do, and why is it needed?
With the changes on https://github.com/vmware-tanzu/nsx-operator/commits/v4.2.0/, now creating DHCP subnet/subnetSet is using below spec. VM Operator consumes this API, nothing else needs to be updated.
