Move player info and upgrade view to python

we should make sure that the Engine API version has changed since 0.9.x.

0.9.x is version 2 so with this change 0.10.x should be version 3.

This does fix the issue with the SPEC capacitor description, and with this branch merged, I cannot find anything wrong with the game. Should be good to go, from a playability perspective.
