This PR introduces the tool
collectnetthat allows us periodically to collect waku-level interconnections.collectnetuses waku's json RPC to collect the interconnection data. The tool supports all waku protocols: relay, store, filter etc. The analysis module can plot the resulting topology, step-wise and protocol-wise. The sampling period is configurable. the protocol selections are configurable.
