Unreal Engine 4.13 Compatible Plugin

The version of libvlc bundled with this release has a bug that draws a pink horizontal line at the bottom of the movie. Newer versionsof libvlc may already have this fixed, but unfortunately something else broke that prevents them from loading correctly in UE4. I am still investigating the issue.
