This PR adds documentation for how to write an importer. It borrows alot from the Tripal 3 version but updated for Tripal 4. It does not have a complete example for functional testing because we don't yet have examples or best practices for any of our loaders so I didn't complete that part. I will make a note on issue #60 that this is needed, but for those wanting to write an Importer now this should get them started.
