V1.006 - Decode RFC2047 header values

Re-encode RFC2047 header values as utf-8 for display.

Add --raw switch to allow user to disable.

Add --delete option. Make quarantineck more robust

The --delete option will remove the queue entry.

Added to smqdecode since it locks the queue entry.

Quarantineck gets matching change, autodetect configuration.

Note: A new version of perltidy made a number of formatting changes.
