If there is no global data directory in Windows
(e.g. C:\ProgramData\edkrepo), alternatively look for a user data directory (e.g. C:\Users\xxx\edkrepo) before creating a new global data directory.
This was a small change to test moving the edkrepo.cfg and edkrepo_user.cfg files to a new location in Windows environments other than using the Windows installer default location.
