Env vars don't work in matrices. We could have a setup job that outputs a matrix as a JSON string, but that seems like a lot of effort for little return. |

Simply parameterise the matrices that drive the CI workflow, to prevent hardcoding and test out the workflows suitability to act as a baseline to be deployed by https://github.com/sudoblark/sudoblark.terraform.github.
