Merges StringMutator and RegexMutator. This allows the new mutator to share the now more complex regex checks, which apply regex mutations in more locations. These new locations are anywhere the
StringSyntaxattribute is used with the syntax ofRegex. This only works when the target framework is above or equal to NET7 as that attribute is not available earlier. The string mutator also mutates UTF8 strings now.
