Founding documents

We propose that, at the outset of governance, the community co-develop a minimal set of founding documents, ratify those documents, and use them as the basis for governance going forward. While the precise contents of those documents are beyond the scope of this proposal, they should include:

• Mission statement (see Mission statement #8)
• Vision statement: a more expansive statement that lays out what’s possible, and what success might look like, for the Stacks platform and community in the medium term.
• Values and principles (see Founding documents #9): agree upon a few shared, core values (e.g., fairness, openness, permissionlessness, transparency, accountability), and a basic set of principles derived from those values. Here are some sample, proposed principles: Core values and principles #10
• Code of conduct (see Code of conduct #11): agree upon behaviors expected of community members, e.g., no harassment, no discrimination, no incitement, hate, violence. (Question: is violation of the CoC grounds for censorship or exclusion?)
• Constitution: lays out the governing institutions, the basic bylaws of governance, and the system of checks and balances as described below. Could be considered to include all of the prior founding documents.
