Last week we talked about adjusting the agenda format in my comment here, mainly to help split up action and discussion items to make for a better flow.

Instead of editing the current agenda last minute, I'm adding the new format below, and if we would like to use this new format moving forward then we can clone from this version. It's the same one I proposed in PR #44 but there was some debate on whether it was easier to have a template or simply clone the issue.
