ci: Add ny-tlc-report workflow, update READMEs

Description

Part of https://github.com/stackabletech/infrastructure/issues/143, adding ny-tlc-report workflow for building and publishing image with multi-arch and signing. Also includes some README updates, because image does not need to be build manually.
