Description
Add devcontainer.json for github codespaces remote IDE, which can be used to rebuild images/edit code through web browser
Likely you would want to investigate if you want to have devcontainer.json for each Operator (and Docker-images too) and maybe add them in bulk. Probably the container contents (rust, cargo, jinja, etc.) would be the same across all the Stackable Operators, so potentially a particular Image should be used rather than this generic Rust one with added 'features' (which take time to add at codespaces startup; I'm unsure if caching of that is possible).
