Similar to smallstep/certificates#1541, this PR updates
go-tpmto v0.9.0.Paths are updated, and other dependencies relying on the legacy
tpm2package are also updated. The PR relies on a specific commit in certificates, because no release with the latest changes has been cut yet.This PR replaces #970
