Snapshots 2.0 release candidate

This branch is used to deliver event driven Snapshots (version 2.0). This will include major API braking changes for CMS actions configuration. There are no changes to UI nor DB structure so this version is backwards compatible as long as project configuration and customisation is updated to conform to new API.

This branch is used in the TNZ Snapshots 2.0 integration branch
