add git cliff config

git cliff is a nice tool and gives us a summary of changes since the last release.
However we need to configure it a little since by default it uses "Conventional commits" format.
Since shotover does not use conventional commits we need to disable conventional commits in the git cliff config to get good output.

This PR checks in a default gif cliff config with conventional commits disabled.
