Makes use of shotover/aws-throwaway#41 to get all the build time wins of shelling out to the AWS CLI.
Dont merge until shotover/aws-throwaway#42 lands so I can set it to the actual crates.io release, but I would still appreciate reviews simultaneous to shotover/aws-throwaway#42
