Minor packaging changes.

Most importantly:

• the plugin now declares its version in its LV2 manifest, as mandated by http://lv2plug.in/ns/lv2core/#minorVersion

• the plugin can now also be built with Meson.

A few cosmetic changes, and a slight speedup by using FFTW_PATIENT for the forward transform (not worth it for the reverse transform).
