Build on 3.1.0.11 instead of 3.0.1.11, …

… although it does not make any difference for a `noarch` RPM. It is now better aligned to SFOS 3.1.0.11 being the minimal supported release, but downloads an ~ 1,5 GByte image instead of an ~ 1 GByte one for each CI run from now on.
