Auto merge of #3072 - eduardosm:llvm.ctpop, r=saethlin
Implement `llvm.ctpop.v*` intrinsics Tested through x86 avx512vpopcntdq and avx512bitalg functions. I picked them from #2057 (comment), which looked easy.
