New releases are triggered manually.

Releasing a new version involves these steps:
* Update the version in `cmd/root.go`
* Optionally, update the example version in the README
* Create a new Git tag like `v0.1.0`, following semantic versioning
* Create a new Git tag like `v0.1.0`, following semantic versioning.
The tag is automatically used in the build for `cidr --version`
and a new release is created.
