There are warnings on the GitHub Actions due to Node.js 16
deprecation. Update the version of the actions to get rid of the warnings.

Chore the GitHub Actions versions to get rid of the warning for node.js 16 EOL
Also will update fuyufjh/automatically-set-milestone-to-issue when its done.
