feat(storage): notify frontend with more hummock version info

What's changed and what's your intention?

Previously we only sync the max committed epoch of hummock version from meta to frontend. In this PR, we will sync more information of a HummockVersion to frontend. A struct FrontendHummockVersion is extracted, which is a pruned hummock version. This pruned hummock version contains the version id, max committed epoch (will be deprecated soon) , the committed epoch of each state table and table change log.
