Removes [web3-utils](https://github.com/ChainSafe/web3.js). It's no longer used after updating ancestor dependency [@truffle/hdwallet-provider](https://github.com/trufflesuite/truffle/tree/HEAD/packages/hdwallet-provider). These dependencies need to be updated together.
