Merged #839 to 0.26 instead of edge.

• Removing EKS cluster from prerequisites - AWS provider can be configured on any Radius enabled Kubernetes cluster.
• Removing AWS CLI from prerequisites - IAM user can be created through AWS console, and IAM user is already listed in the prerequisites.
