  4. Now, cherry-pick PR build(deps): Bump hynek/build-and-inspect-python-package from 2.10.0 to 2.11.0 #13063 contents into that branch:
    $ git cherry-pick -x 491cb6274a5dbec0ea5f2af417f87e7f6b8cc47a
    If it'll yell at you with something like fatal: Commit 491cb6274a5dbec0ea5f2af417f87e7f6b8cc47a is a merge but no -m option was given., add -m 1 as follows instead:
