🚨 Danger, Will Robinson! 🚨

this enables "Discussions" in place of the existing "Question" template, so you should:

enable Discussions in the repository settings before merging this!
(Ideally) convert things with "Question" labels to discussions afterwards, IMO.

see https://docs.github.com/en/discussions/managing-discussions-for-your-community/managing-categories-for-discussions-in-your-repository for how to manage the available topics for discussions.
