Description

This PR will mark v1.19.0 in the changelog and release notes on release/v1.19.x.

This involves the combination of all the v1.19.0-rc log entries into a single one, plus a few new entries that I thought were worth mentioning.

It's in "draft" until all other needed changes have been merged into release/v1.19.x.
