feat: safety check for releasing process

Adding a pre-commit check that will not allow to make releases for non-release branches. This will enforce having a conventional branching and will use the version from branch to verify that all files are properly updated when making a release.

• tests for release/non-release scenario
• exclude scripts/ from sdist/whl distribution
• also check pixi.lock file
• write release docs
