ci: 🚀 ergonomic changes for smoke-summoner.sh

- 🚭 use `env` in summoner smoke test shebang
- 🚀 add `/tmp/summonerd` and `/tmp/account1` checks
- 🔁 add `SUMMONER_SMOKE_RESET` toggle for local development
