chore: update minifront bundled assets (#4965)

Updated to latest minifront and node-status apps from the
penumbra-zone/web repo, commit d3dec0f28e0463f600de6b52a759848e607565a6.

## Issue ticket number and link
N/A. We hadn't updated these in a while, and @grod220 pointed out they
were likely stale.

## Testing and review
Because it's been several months, we should sanity-check the node-status
page in a local dev env, and make sure it works OK. I'll do that now,
while CI builds.
