Align with the latest charter template #74

As we have previously discussed, we have attempted to meet the expectation of matching our charter with the template and its updates unless we have strong reasons not to. These changes would do exactly that. Generally, the larger group appears to have agreed to this process. Since this is similar to other changes that would sync our charter with the template I think we can merge in these changes in advance of our next meeting. Please note any objections here and we will aim to merge in two weeks if there are none or if we cannot resolve them via online discussion here. |

@himorin I see that is removed from the template, unfortunate that isn't part of the horizontal review process but I agree that we should conform to the template on this one as closely as possible. |
Performance is not part of the horizontal review. See: w3c/charter-drafts#397 h/t to @himorin for the catch.

The W3C Team found some recent discrepancies with the charter template and this pull request realigns the proposed charter with the latest charter.
Unless we hear otherwise from the CG by
September 29October 9, the W3Cteam will start the AC review of this charter with this pull request included.cc @AramZS @seanturner
