conda-lock seems to hang now and not handle this mixing of channels anymore, so disabling to unblock other environments... added a timeout in CI to skip and still push successful lockfiles in the future

there is no need to have this, see demo #345
also, if people feel comfortable, try tensorflow == 2.9.1+, jax/jaxlib == 0.3.14+, and pytorch == 1.12.0+
significant changes (for the better) in all of these builds and they should likely all work nicely together (with the exception of torchgeo which has a problematic deps imo)
