Thanks for the effort here so far and sorry for not having received feedback on your issue so far, but I would be -1 including this pandas as a new API as the API surface area is already fairly large.
We would be happy to include your library in our ecosystem docs that reads/writes from this format like https://github.com/loco-philippe/ntv-pandas
