With the update to the RFD API the underlying permissions format for users and groups changed. The RFD site does permission parsing for the discussion feature, but since the permission modeling in the RFD site was not updated, all checks were returning false. This PR updates the permission handling to properly model the RFD API permissions. In the future this will all be replaced by a generated RFD API typescript library.
