Deploying to windows 7 fails using local administrator

This is caused by remote restrictions in Windows and can be fixed by following the directions in http://support.microsoft.com/kb/951016

Detecting the problem

$ winexe -U Username%Password //<hostname>
ERROR: Failed to install service winexesvc - NT_STATUS_ACCESS_DENIED
