This a large, "non-functional" refactoring change, the goal of which is to consolidate all of the logic that has been spread around various goals and helper methods to define and build a distribution.
This introduces a new Distribution and DistributionBuilder class for this purpose, and refactors the Setup, BuildDistro, Deploy, GenerateDistro, and AddExclusion goals to use these classes.
