Grant User Ability to Bulk Upload X‐Ray Test Cases

X-Ray is a test management tool that works with Jira to manage tests and track them against issues. Some users will need the ability to add a number of tests, uploaded via CSV or JSON. To be able to do this, they need to be added to the jira-bulk-change group. Be careful with this permission as it should only be granted to trusted users.
